Nigeria’s Leap Into Digital Governance: How the New Bill Sets the Stage for a GovTech Revolution

In a bold move to modernize public administration, Nigeria is preparing to enact the National Digital Economy and e‑Governance Bill, designed to spark a transformation in how government services are delivered. Kashim Shettima described the legislation as the next major policy shift: “Just as the cashless policy unlocked the fintech revolution, this new Bill will unlock the GovTech revolution, an era of smarter governance, greater transparency, and inclusive service delivery.”

He emphasised that the Bill is close to being signed after passing through the legislative process. Its main goal is to institutionalise digital governance and enrich the public sector’s operations nationwide. It is structured around three strategic pillars: People, Infrastructure and Policy. Under “People”, the government is investing in programmes like the 3 Million Technical Talent (3MTT) Programme and digital literacy initiatives to build a skilled workforce.

For Infrastructure, the government is rolling out a national broadband programme, including the deployment of thousands of new telecom towers and a vast fibre-optic network to ensure high-speed connectivity in all states, leveling the playing field between major cities and smaller towns.

On the Policy front, the Bill aims to create an enabling regulatory framework for electronic transactions, data protection, cybersecurity, and digital records, providing clear legal backing for a digital-first public sector and economy.

Shettima stressed the urgency of moving away from outdated methods: “We can no longer apply 20th-century solutions to 21st-century problems.” He warned that without action, Nigeria risks being left behind in the global shift toward digital governance and economy.

Moreover, the government highlighted that under this Bill, public institutions will be more efficient, transparent, and citizen-focused, bringing inclusive service delivery from Nigeria’s urban centres down to its rural communities. The House of Representatives has already signalled its commitment to modernising public service delivery via the Bill.

The digital economy currently contributes roughly 16-18 % of Nigeria’s GDP and is projected to hit 21 % by 2030 through this Bill. ([The Guardian Nigeria][2]) With the legislation, Nigeria aims to attract billions in investment, create millions of jobs, and drive growth beyond the oil sector.

In summary, the National Digital Economy and e-Governance Bill represents more than just technological reforms, it marks a structural shift in governance and economic strategy. By building digital literacy, infrastructure and regulatory clarity, the government is positioning Nigeria for a future of inclusive growth, stronger institutions, and enhanced competitiveness in the global digital age.
