Nigeria, IMF Shape Blueprint for 2026–2030 Economic Growth and Reform

Nigeria is deepening its collaboration with the International Monetary Fund (IMF) as it charts out the next phase of economic reforms and prepares its National Development Plan for 2026–2030. Over the weekend, the country’s Minister of Budget and Economic Planning, Senator Abubakar Bagudu, met with a senior delegation from the IMF led by African Department Assistant Director Axel Schimmelpfennig. The discussions focused on Nigeria’s reform trajectory, medium-term outlook and the alignment of its upcoming development strategy with macro-economic stability and long-term growth.

Bagudu emphasised that the government wants the 2026–2030 plan to reflect the country’s collective ambition, one that incorporates fiscal discipline, sub-national collaboration, and the reforms necessary to sustain long-term growth.”  The minister also thanked the IMF and the World Bank for their technical support, saying, “We are deeply grateful for the guidance and encouragement we have received from the IMF and World Bank. Your interrogation and feedback have played a vital role in refining our reforms and ensuring that our economic management remains evidence-based.”

From the IMF side, Schimmelpfennig praised Nigeria’s reform momentum and institutional coherence, especially notable in a pre-election year. “What we see in Nigeria is a continued commitment to reform and policy consistency; a signal of growing institutional strength,” he noted.

The plan under discussion seeks to integrate federal, state and local strategies into a cohesive, data-informed framework. One key element is the “Renewed Hope Ward-Based Development Plan,” which aims to unlock the economic potential of Nigeria’s 8,809 wards, thereby promoting more inclusive, bottom-up growth.

The government’s overarching target is a $1 trillion economy by 2030, a goal that hinges on disciplined reforms and coordinated national planning. Bagudu stressed that the government’s partnership with the IMF “is about innovation, not dependency, and will continue to guide Nigeria’s reform-driven path towards sustainable growth.”

The IMF’s involvement includes helping Nigeria refine its macro-economic modelling, fiscal planning and use of comparative global data to shape policy. The high-level meeting is part of the IMF’s routine country review process and the lead-in to its forthcoming national report on Nigeria.

In short, the dialogue marks a significant step in aligning Nigeria’s medium-term development plan with a reform agenda grounded in evidence, institutional stability and inclusivity. The joint commitment suggests a more coordinated approach across government levels, greater policy clarity and an intent to deepen reform traction ahead of the 2026–2030 period.

With the IMF forecasting stronger growth for Nigeria and praising reform gains, the 2026-2030 development plan could unlock broader fiscal space and boost investor confidence. The economic angle lies in how structural reforms aim to stabilise macro-economics, mobilise non-oil revenues and position Nigeria for sustainable growth beyond the oil-driven cycle.
