In a significant move toward digitizing urban governance, Governor Babajide Sanwo-Olu has officially launched the Electronic Physical Planning Permit Processing System (EPPPS). The announcement was made on Thursday, March 12, 2026, by Mr. Kehinde Osinaike, the General Manager of the Lagos State Physical Planning Permit Authority (LASPPPA), via a statement released through the Ministry’s Director of Public Affairs, Mrs. Abimbola Emdin-Umeh.

The structural and administrative consequence of this launch is the transition from manual to digital processing for all building and physical planning permits across the state. The EPPPS platform allows residents, property developers, and investors to apply for and track their permits online from any location. By removing the geographical and bureaucratic constraints of physical submissions, the system is engineered to modernize urban planning and drastically reduce the wait times traditionally associated with construction approvals.

Analytically, the digital shift is designed to enhance transparency and accountability within the state’s planning administration. By automating the workflow, LASPPPA aims to ensure that all building developments adhere strictly to approved regulations and planning standards, thereby reducing the prevalence of illegal or non-compliant structures. The system provides a clear digital trail, which minimizes the human discretion often cited as a cause for delays and inconsistencies in the manual era.

The impact on “Smart City Development and Ease of Doing Business” represents a vital dimension of this reform. Governor Sanwo-Olu’s administration has positioned the EPPPS as a cornerstone of its commitment to a “smart” and digitally driven governance model. For real estate investors and developers, this means a more predictable and efficient regulatory environment, which is expected to stimulate the construction sector and accommodate the housing needs of the state’s rapidly growing population.

Furthermore, Mr. Osinaike urged all stakeholders to embrace the new technology by migrating their current and future applications to the online portal. He emphasized that the initiative is not just an administrative upgrade but a total overhaul of the service delivery culture in physical planning. The platform is expected to serve as a model for other state agencies looking to leverage technology to improve public service efficiency.

The long-term outlook for Lagos urban planning suggests that the EPPPS will lead to better-monitored growth and more organized development of the megacity. As the system becomes the primary gateway for construction permits, the state government will have access to real-time data on building trends, allowing for more informed decisions on infrastructure and zoning.
