The Bauchi State Executive Council, led by Governor Bala Abdulkadir Mohammed, has approved a N1.5 billion intervention fund to rescue and complete the 25-kilometre Garingami–Murmur–Madufa rural road in Zaki Local Government Area. The decision, announced by the Commissioner of Special Duties and Rural Development, Hon. Faruk Mustapha, on Thursday, February 19, 2026, aims to overcome project delays caused by severe climate-related flooding and rigid international funding rules.

The economic consequence of this move is the preservation of a critical agricultural corridor. Originally awarded for N5.6 billion under the Rural Access and Agricultural Marketing Project (RAAMP) backed by the World Bank and the French Development Agency the project had stalled at just 16% completion. By injecting state funds, the government is ensuring that farmers in these rural communities can transport their produce to markets, preventing a total loss of the initial investment and boosting the local economy.

Analytically, the intervention addresses a funding deadlock. The RAAMP framework, governed by international lenders, strictly prohibits contract variations. However, the project faced two unforeseen crises. First, massive flooding in late 2024 literally created new rivers in the area, requiring the road to be raised significantly higher than originally designed to ensure climate resilience. Second, a lack of suitable construction materials in Zaki forced the contractor, Triacta Nigeria Limited, to haul materials from Azare a 220-kilometre round trip not captured in the initial budget. The state’s N1.5 billion covers these logistical gaps and the construction of bridges exceeding the 1.5-metre limit imposed by the RAAMP project.

The impact on climate adaptation and infrastructure longevity is a vital dimension of this approval. Commissioner Mustapha noted that the harmonized solution, developed with project consultants and state engineers, focuses on raising the road to a very high level. This strategy is designed to prevent future washouts, acknowledging that federal highways in the same corridor were recently cut off by unprecedented rainfall. This proactive engineering shift ensures the road remains functional during the rainy season, providing year-round access for rural residents.

Furthermore, the collaboration with Triacta highlights the state’s commitment to quality. By working with a reputable firm to implement these climate-resilient changes, the Bauchi government is shifting from reactive repairs to sustainable development. The Commissioner emphasized that this intervention was born out of the magnanimity of the circumstances, as the state stepped in where international funding hit its ceiling to ensure the people of Zaki are not left behind.

The long-term economic outlook for Zaki LGA depends on the successful delivery of this double-coat rural road. Once completed, the Garingami–Murmur–Madufa axis is expected to become a hub for agricultural trade, linking remote farms to larger marketing channels. For now, the Council’s ratification signals a robust response to the challenges of climate change, demonstrating that local political will can bridge the gaps left by global developmental frameworks.
