The Nigerian government has issued a clear mandate to states across the South-West region, urging them to accelerate the development of their coastal assets into a vibrant marine tourism corridor. Adegboyega Oyetola, the Minister of Marine and Blue Economy, delivered the charge as part of a strategic push to diversify Nigeria’s income streams and fully exploit the vast economic potential of the country’s maritime sector, an area referred to globally as the Blue Economy.
The Minister emphasised that the Blue Economy, which involves the sustainable use of ocean resources for economic growth, is a new frontier for national prosperity. With Nigeria possessing an extensive 853-kilometre coastline and one of the largest wetlands in the world, the time has come to stop relying solely on oil and fully leverage these natural endowments to generate wealth and provide jobs for citizens. The Federal Executive Council recently approved the new National Policy on Marine and Blue Economy, providing the necessary comprehensive framework for this transformation.
Mr Oyetola stressed that the failure to develop coastal and marine tourism infrastructure represents a huge missed opportunity for Nigeria. He highlighted that while other coastal nations rely heavily on the tourism sector for revenue, Nigeria has lagged behind, often failing to attract high-paying international tourists to its waters. “We must develop infrastructure in our lake and coastal-facing cities to fully harness the nation’s maritime potential, attract international tourists, and generate maximum revenue,” the Minister stated during a recent address. “We have the potential to grow our economy and create more jobs through this novel ministry, and the South-West, with its natural beaches and historical ports, must lead the way.”
The economic case for this immediate action is compelling. The Minister’s push is not merely about sightseeing; it is about creating an entire value chain involving hotels, resorts, marinas, retail businesses, and recreational boating facilities, all of which will attract private sector investment. Furthermore, the plan includes expanding port capabilities and ensuring maritime security, an achievement already being realised with Nigeria maintaining a zero-piracy incident record in its waters for several years. This enhanced security creates the stable environment necessary for both global commerce and luxury tourism to flourish.
Stakeholders have echoed the government’s visionary approach but have also cautioned against repeating past mistakes. Bolaji Sunmolal, Chairman of the Nigeria Ports Consultative Council, noted that the policy is a transformative blueprint, promising a future where maritime assets are pivotal to job creation and inclusive growth. However, he insisted that the necessary infrastructure must be flawless. “The government must ensure that upgraded infrastructures are smart, green, and seamlessly linked by rail, water, and road to avoid the congestion traps of the past,” Mr Sunmolal warned, referencing the debilitating Apapa gridlock that plagued the Lagos port for years. Resolving such logistical nightmares is crucial, as the Apapa gridlock alone strangled productivity, discouraged foreign investment, and inflated costs across the national economy for two decades. The Minister affirmed that the resolution of that crisis, alongside the ongoing modernisation of the Lagos Port Complex and Tin Can Island Port, demonstrates the government’s commitment to making the maritime sector competitive and efficient.
Ultimately, the drive to create a marine tourism corridor is part of a larger government strategy to capture the billions in freight revenue currently lost to foreign shipping companies. By fostering indigenous participation, expanding seafarers’ training programmes, and developing deep seaports, the administration aims to anchor Nigeria firmly as the unrivalled maritime hub of the West and Central African region, with tourism serving as a crucial new pillar of that ambition. The success of this policy now hinges on the cooperation and commitment of the coastal states to transform their waterfronts from undeveloped coastlines into corridors of enterprise.
