Côte d’Ivoire Launches Ambitious Digital Governance Plan for 2026–2030

Côte d’Ivoire’s Ministry of Economy, Planning and Development has unveiled a 2026–2030 Information Systems Master Plan designed to modernise public administration and strengthen digital governance across the country, officials announced. The strategy, presented in Abidjan, allocates CFA10.156 billion (approximately $18 million) to six overarching programmes and 44 targeted projects, aimed at upgrading digital tools, enhancing data security, and improving the efficiency of public service delivery.

An assessment conducted by the National Information Technology Development Company highlighted several structural weaknesses in the current digital landscape, including fragmented IT platforms, ageing infrastructure, weak governance of information systems, and significant security vulnerabilities. The new master plan seeks to address these gaps through the professionalisation of IT functions, the deployment of integrated networks, the rollout of shared and secure applications, and the comprehensive modernisation of technical infrastructure.

The initiative forms part of Côte d’Ivoire’s broader digital transition agenda, which has already yielded tangible results. In 2026, the Ministry of Digital Transition secured a budget exceeding CFA83.2 billion, marking a 37% increase from 2025. Previous investments have expanded fibre-optic networks, launched e-government platforms, and widened 4G mobile coverage, including in rural areas, laying a foundation for improved connectivity and digital inclusion.

Economists note that the adoption of the master plan could have significant economic implications for Côte d’Ivoire. Modernising public administration and enhancing digital governance can increase efficiency, reduce administrative costs, and improve transparency, thereby fostering a more favourable environment for private investment. Enhanced IT infrastructure and security also support the growth of fintech, e-commerce, and other digital sectors, which are increasingly key drivers of economic diversification in West Africa.

The plan’s focus on integrated systems and secure applications is particularly timely as governments across the region face rising cyber threats and the need to protect sensitive public data. By professionalising IT functions and consolidating platforms, Côte d’Ivoire aims to reduce vulnerabilities and ensure the resilience of its public administration.

For citizens, the reforms promise faster, more reliable public services, from tax administration and licensing to healthcare and social welfare delivery. Improved digital infrastructure in rural areas is expected to bridge the urban–rural divide, enabling greater participation in the digital economy and access to essential services.

International development partners have also expressed support for Côte d’Ivoire’s digital agenda, highlighting the importance of robust IT governance and modern infrastructure as prerequisites for sustainable economic growth. Analysts suggest that the successful implementation of the master plan could position the country as a regional leader in digital public administration, attracting further investment and reinforcing its competitiveness in the global economy.

As Côte d’Ivoire embarks on this five-year digital transformation, experts emphasise the importance of sustained funding, skilled human resources, and strong institutional coordination. The master plan provides a roadmap for the country’s digital evolution, signalling a commitment to harnessing technology for more efficient governance, economic development, and inclusive growth.
