Nigerian billionaire Arthur Eze’s Atlas Oranto Petroleum Limited has lost its offshore exploration license in Senegal due to years of unmet obligations.

The Senegalese government revoked the license for the Cayar Offshore Shallow block, citing the company’s failure to provide mandatory bank guarantees and conduct substantive exploration work since 2008.

This decision reflects Senegal’s tougher stance on license compliance, emphasizing that petroleum rights must be actively earned.

The move is part of a broader trend in Africa to curb speculative holding of oil and gas acreage and prioritize operators committed to drilling and development.

Atlas Oranto’s setback in Senegal adds to scrutiny of the company’s operations in West Africa, particularly in Liberia, where proposed production-sharing contracts are under debate.

Critics question the company’s financial capacity and transparency, given its history of uneven follow-through on projects.

Arthur Eze, a prominent Nigerian businessman, founded Atlas Oranto in 1991, building it into a major player in Africa’s oil and gas sector with interests in 22 countries.

Despite challenges, Eze remains a significant figure in Nigerian business, known for philanthropic efforts and strategic investments.
