Northern Nigeria’s Biggest Ever: Kano Governor Proposes N1.368 Trillion Budget

Kano State Governor, Abba Kabir Yusuf, has made history by presenting a massive N1.368 trillion Appropriation Bill for 2026 to the State House of Assembly. This figure marks the largest proposed budget ever by a northern Nigerian state, signaling an ambitious push for economic development and social welfare.

The budget, which Governor Yusuf described as a “bold but realistic roadmap,” places a strong emphasis on capital expenditure, allocating a significant 68 per cent, or N934.6 billion, to new projects and long-term investments. This high capital-to-recurrent ratio, with only N433.4 billion (32 per cent) set aside for recurrent spending, is one of the highest recorded in recent years and has been welcomed by economic analysts as a strategy for sustainable growth. It suggests a governmental focus on creating productive assets and stimulating the local economy rather than on consumption.

“These allocations demonstrate our unwavering determination to invest heavily in human capital development, safeguard the well-being of our people, and lay the physical foundation for sustainable growth,” the Governor stated.

Sectoral allocations clearly reflect these priorities, with Education receiving the highest share at N405.3 billion (30 per cent). Infrastructure is also a major focus, claiming N346.2 billion (25 per cent), followed by Health at N212.2 billion (16 per cent). The Governor’s spokesperson, Sunusi Bature Dawakin Tofa, highlighted that this unprecedented budget size is partly due to significant improvements in the state’s internally generated revenue (IGR) and the successful sealing of financial leakages. This suggests that the administration has been strengthening its fiscal base, a positive indicator for long-term financial independence.

Beyond the top three, other critical areas such as Agriculture, Security, Commerce, and support for Small and and Medium Enterprises (SMEs) have also received substantial provisions, all aimed at stimulating broader economic activity and job creation across the state.

The presentation, fulfilling an earlier pledge by the Governor, was formally received by Speaker Jibril Falgore, who assured the house would grant the bill timely passage. The Speaker emphasised that the legislature’s partnership and oversight are essential for transforming these proposed funds into “meaningful impact for the people.” This co-operation between the executive and legislative arms is seen as vital for the efficient implementation of this historic and economically transformative spending plan.
