A significant charity effort to provide free bicycles to public school students in Lagos is facing considerable financial headwinds, forcing the organisation to spend nearly ₦15 million just to clear a container of donated bikes from a UK partner.
The GRA Empowerment Foundation, a mobility charity, is set to officially launch its Cycle 2 School Plus (C2S+) programme on Thursday, 28th November 2025, at the Government Technical College, Ikotun. The launch is strategically timed to coincide with the United Nations World Day of Remembrance for Road Traffic Victims, highlighting the programme’s focus on road safety.
The Foundation’s founder, Mr Aroge, spoke ahead of the launch, lamenting the major financial obstacles encountered at the port. Despite hoping for a waiver for the charitable donation, they were disappointed.
“As I speak, we have spent close to ₦15 million covering port charges, warehousing, logistics, and transportation from the port to the inland location,” Mr Aroge disclosed. The unexpected costs, which include terminal and shipping charges, duties, and various statutory fees, have strained the organisation’s resources.
He further noted the lack of structured safety coordination for cycling in Nigeria, which has discouraged many. He expressed discouragement over the limited support from corporate organisations, stating, “We are largely discouraged by the lack of support. It is enough to say there is no point doing this social good.” However, he stressed the charity’s commitment, recognising that many youths who drift into crime come from underserved communities that the project aims to help.
Organised in partnership with the Lagos State Vocational Education Board, the event will include participation from about twenty secondary schools across the state. The C2S+ programme is designed to provide qualified students with bicycles for daily commuting, which they will return to their schools for reassignment upon graduation.
To ensure sustainability and provide empowerment opportunities, the Foundation will also train interested students as bicycle mechanics, creating a new, sustainable skill set.
The Foundation has already pre-qualified twenty schools in the Alimosho Local Government Area, mapping out safe routes and distances using the Strava app. Escort teams will be deployed to guide students safely through designated traffic corridors. The Remembrance Day event will also feature a traffic-safety skit competition, with the winning school receiving a ₦100,000 cash prize.
The programme is a critical intervention for the non-oil economy of Lagos, addressing issues of student mobility which have a direct economic bearing. By providing students from low-income homes with bicycles, the C2S+ initiative effectively cuts transport costs for families and reduces commute times, which global studies show can increase student attendance and academic performance. An increase in academic potential directly translates to a better-skilled future workforce.
Furthermore, the introduction of a formal bicycle mechanics training component promotes the development of a sustainable green economy by creating micro-entrepreneurs skilled in maintaining non-motorised transport. This initiative not only helps students get to school but also cultivates a culture of self-reliance and supports the state’s broader goal of promoting cycling as a viable, cost-effective, and environmentally friendly alternative to congested public transport.
