Cameroon Secures Chinese Loan for Fibre-Optic Network Expansion

Cameroon has secured a major loan from the Export-Import Bank of China (EXIMBANK-China) to fund the fourth phase of its national fibre-optic backbone expansion project, a strategic investment aimed at strengthening the country’s digital infrastructure and accelerating economic transformation. The loan, valued at 1.35 billion RMB (approximately 108.4 billion CFA francs), was approved through a decree signed on March 6, 2026, by President Paul Biya.

The decree authorises the Ministry of Economy, Planning, and Regional Development to sign the agreement and ensures the document is formally registered and published in the country’s official journal, completing the legal requirements for implementation. The project represents Cameroon’s continued commitment to building the digital infrastructure essential for 21st-century economic development.

For Cameroon’s economy, expanded fibre-optic coverage carries transformative potential. Broadband connectivity enables businesses to participate in e-commerce, access cloud-based services, and connect with global markets. Government agencies can deliver digital services more efficiently, reducing costs and improving citizen access. Educational institutions can offer online learning, expanding access to quality education. Healthcare facilities can utilise telemedicine, connecting patients with specialists.

The fourth phase of the project is expected to expand broadband coverage across the country, reaching underserved areas and improving internet access for businesses, government agencies, and citizens. Each new connection represents expanded economic opportunity, enabling participation in the digital economy that increasingly drives global growth.

The choice of EXIMBANK-China as financing partner reflects the deepening economic relationship between Cameroon and China. Chinese development finance has funded numerous infrastructure projects across Africa, including roads, railways, ports, and now digital infrastructure. For Cameroon, Chinese financing offers terms and scale that may not be available from traditional Western sources or multilateral institutions.

However, such financing also carries implications for Cameroon’s debt profile. The loan adds to the country’s external obligations, requiring future foreign exchange earnings for servicing. The economic returns from expanded broadband connectivity must justify the debt incurred, a calculation that depends on effective implementation and utilisation of the new infrastructure.

The timing of the investment aligns with global trends toward digitalisation accelerated by the COVID-19 pandemic. Countries with robust digital infrastructure have proven more resilient to economic shocks, better able to maintain business continuity, and more attractive to investors seeking stable operating environments. Cameroon’s investment positions it to capture these advantages.

For Cameroonian businesses, expanded broadband offers opportunities for growth and innovation. E-commerce platforms can reach customers across the country. Financial technology companies can offer services to previously unconnected populations. Content creators can distribute products to national and international audiences. Each of these activities generates employment, tax revenue, and economic activity.

For citizens, improved internet access enables participation in the digital economy, access to information and services, and connection with family and community. It also raises expectations for government service delivery, as citizens increasingly expect digital access to education, healthcare, and administrative services.

The project’s success will depend on more than fibre deployment. Supporting infrastructure, including reliable electricity, is essential for connectivity to function. Affordable devices and data plans determine who can access the network. Digital literacy affects how effectively people use connectivity. Content and services in local languages determine relevance. Cameroon must address these complementary factors to realise the full economic benefits of its fibre investment.

The fourth phase builds on previous investments that have already expanded Cameroon’s digital infrastructure. Continued progress depends on sustained commitment, effective implementation, and the development of a vibrant digital ecosystem that turns connectivity into economic activity.
