The government of Côte d’Ivoire is advancing plans to overhaul its water distribution system after identifying infrastructure gaps as the main barrier to access, despite adequate water supply. During an inspection of key facilities, officials found that while cities such as Abidjan produce over one million cubic metres of water daily, outdated pipelines and limited network coverage prevent much of it from reaching households.
Authorities say a comprehensive reform programme is being finalised under President Alassane Ouattara, focused on expanding pipelines, upgrading equipment, and improving service delivery nationwide. The planned upgrades are expected to reduce distribution bottlenecks, cut inequalities in access particularly in rural and peri-urban areas, and improve efficiency across the sector.
For Côte d’Ivoire’s economy, water distribution infrastructure is fundamental to public health, industrial productivity, and urban development. Inefficient systems increase costs for households, limit economic activity in underserved areas, and constrain the growth of industries that require reliable water supply. The reforms are therefore critical not only to improving living standards but also to supporting the country’s broader development objectives.
Officials see the reforms as essential to sustaining Côte d’Ivoire’s rapid urbanisation and industrial expansion. The country has experienced strong economic growth, averaging 6–7 percent annually, driven by public investment and private sector development. Ensuring that water infrastructure keeps pace with growth is necessary to avoid constraints that could undermine competitiveness and quality of life.
Timelines for implementation have not yet been disclosed. The success of the overhaul will depend on effective planning, adequate financing, and the ability to manage complex infrastructure projects across diverse geographic and demographic contexts. The government is expected to engage development partners and private sector participants to support the funding and execution of the programme.
