The Lagos State Government has issued a firm deadline: the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) must comply with the new electronic call-up (e-call-up) system for trucks operating on the Lekki‑Epe Expressway corridor by November 10. Failure to meet this deadline will trigger enforcement actions.
Commissioner for Transportation Oluwaseun Osiyemi delivered the notice, explaining that the state had already summoned NUPENG officials over their non-compliance with the online booking system. He noted that trucks were collecting cash on the roadside and parking randomly, creating major congestion.
The e-call-up system is designed to coordinate and regulate truck movement in the busy Lekki-Epe area, especially where industrial hubs such as the Dangote Industries Ltd. refinery and the Lekki Free Trade Zone Enterprise are located. Under the scheme, trucks must be validated and cleared before entering designated parks, such as in Okorisan and Poka, Epe, and await an electronic call-up before proceeding to load.
The commissioner stressed the importance of this system for improving traffic flow. “The Lagos State Government has given the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) Nov. 10 as a deadline to comply with the e-call-up guidelines,” he said. He added that failure to comply with the guidelines would result in enforcement measures.
NUPENG has pledged to engage its members and ensure compliance, responding to demands raised during the meeting with state officials.
The initiative was first rolled out on September 23, 2024, after a postponed start from August. It was introduced to ease the chronic truck-related gridlock that had plagued Lagos corridors in the past.
Traffic congestion on the Lekki-Epe corridor has been linked to an estimated annual economic loss of about ₦4 trillion, as unregulated truck movements reduce efficiency in logistics and cargo flow. Structuring truck access through the e-call-up system aims to cut these losses and support smoother industrial output in the area.
