Kaduna Retains Title as Nigeria’s Most Transparent State for Second Year Running

Kaduna State has once again emerged as Nigeria’s most transparent and accountable state, topping the 2025 Transparency and Integrity Index (TII) for the second consecutive year.

The index, released by the Centre for Fiscal Transparency and Public Integrity (CeFTPI) with support from the MacArthur Foundation, evaluates all 36 states across five key indicators, fiscal transparency, open procurement, human resources, control of corruption, and citizens’ engagement.

According to the latest ranking, Kaduna recorded a composite score of 49.08 percent, placing ahead of Kano (46.86 percent) and Osun (45.97 percent). The state also earned the highest national score of 80 percent in the control of corruption category, underscoring its strong anti-corruption mechanisms and ethical governance practices.

In a statement issued on Thursday, the Commissioner for Information, Ahmed Maiyaki, said the recognition was a testament to Governor Uba Sani’s commitment to building transparent systems that benefit citizens.

“This is not an accidental achievement. It reflects Governor Uba Sani’s strategic focus on building transparent systems that deliver real value to the citizens,” Maiyaki stated. “Transparency breeds trust, and trust is fundamental to effective leadership.”

Governor Sani described the award as a validation of his administration’s vision of ethical and accountable governance.

“Our administration has prioritised transparency and accountability as pillars of sustainable development,” he said. “This recognition reaffirms that Kaduna is not only performing but doing so with integrity. We will deepen ongoing reforms, enhance citizen participation, and ensure prudent management of public resources.”

The recognition further strengthens Kaduna’s reputation as a model for subnational governance reform and fiscal responsibility in Nigeria.
