Importers Seek Faster Processing of Port Debit Notes

Importers operating through Nigerian ports are calling for faster processing of debit notes, saying delays in completing additional payments can hold up cargo release and increase the cost of doing business.

The call was made by Festus Mbisiogu, Chairman of Blue Diamond Logistics China, during the company’s anniversary event in Lagos.

Mbisiogu said the processing of debit notes should be completed within hours once an importer has been assessed and instructed to make an additional payment, rather than forcing businesses to wait for days.

A debit note is issued when an importer is required to make an additional payment before cargo can be released, including where charges need to be adjusted after an initial assessment.

Mbisiogu said delays after the issuance of debit notes could contribute to additional storage and demurrage costs for importers who have already met their regulatory and financial obligations.

He acknowledged recent digital reforms by the Nigeria Customs Service, saying improved cargo tracking and online visibility had made it easier for importers to monitor their consignments.

He, however, urged Customs and other port authorities to identify and remove remaining bottlenecks in the clearance process.

According to him, compliant importers should be able to move their cargo out of the ports quickly after completing the required payments and regulatory procedures.

He also backed increased monitoring of bonded terminals, saying stronger compliance would help improve confidence in Nigeria’s cargo clearance system.

The call comes amid continued efforts to improve port efficiency and reduce delays affecting businesses involved in international trade.
