The Edo State Government has issued transmission and distribution licences to CCETC Ogua Energy Limited for its 100-megawatt (MW) power project in Ikpoba-Okha Local Government Area, with the government targeting completion and commissioning before the end of 2026.
The Commissioner for Power, Paul Usenbo, disclosed the development in Benin City on Saturday, August 29, 2026, according to a report by PUNCH. Usenbo presented the company with its electricity transmission licence certificate and said the project had met the key requirements and timelines for its first phase, which was completed in July 2026.
According to Usenbo, work has now shifted to the second and final phase of the project, with the government expecting the facility to be commissioned before the end of the year.
“The expectation is that CCETC Ogua Energy Limited will complete the remaining phase of the 100-megawatt power project in Ikpoba-Okha Local Government Area and proceed to commissioning by the end of 2026,” he said, as quoted by PUNCH.
Usenbo said relevant government authorities had continued to provide technical guidance and regulatory support to the developers while ensuring compliance with required standards, assessments and other regulatory conditions.
The commissioner also said most major project milestones were expected to be substantially completed by October 2026, provided there were no unforeseen challenges or regulatory delays. He added that the state government could extend the completion timeline to the first quarter of 2027 if significant challenges affected the project schedule.
Despite the possibility of an extension, Usenbo expressed confidence in the project’s progress, citing the level of work already completed and the ongoing delivery and installation of power-generation equipment at the site. He said he expected the generation machines being delivered to be installed and operational within the projected timeframe.
The 100MW project is being developed at Ologbo in Ikpoba-Okha. Earlier in April, The Nation reported that the Edo State Government had issued CCETC Ogua Energy Limited a provisional licence for the generation and distribution of 100MW of electricity at the Ologbo site. The report said the licence was presented by Usenbo as part of the state’s effort to expand electricity supply and liberalise its power sector under the Electricity Act 2023 and the Edo State Electricity Law 2025.
The project also secured a 10% equity commitment from the Edo State Government. The Nation reported on July 3, 2026, that Governor Monday Okpebholo said the state negotiated the stake in exchange for providing land and creating an enabling environment for the investment, without committing financial resources to the project.
According to The Nation, First Bank CEO Olusegun Alebiosu also said CCETC was already operating a 15MW power plant in Edo and was developing the 100MW facility as part of efforts expected to support industrialisation and economic development.
The latest licensing development marks another regulatory step toward bringing the Ologbo project into operation. If completed as projected, the facility is expected to expand Edo’s electricity-generation capacity and support power supply for businesses and households.
The state government’s latest target is for the project to be commissioned before the end of 2026, although the timeline could move into the first quarter of 2027 if significant implementation challenges arise.
