Interswitch eClat is set to be deployed across public health facilities in Abia State, marking a significant step in the state’s healthcare digitisation drive.
The rollout follows a high-level stakeholders’ engagement between the Abia State Government and Interswitch, convened by the Abia State Ministry of Health at its headquarters in Umuahia, ahead of the phased implementation. eClat is Interswitch’s Electronic Medical Records (EMR) solution.
According to the company, the meeting brought together senior government officials, health administrators, Interswitch representatives and ecosystem stakeholders to align on the scope, implementation framework and expected outcomes of the proposed deployment.
The initiative is aimed at transitioning Abia’s public health facilities from fragmented, paper-based systems to secure and interoperable digital platforms, in line with the state’s broader healthcare reform agenda.
The pilot phase will cover six public health facilities, three primary healthcare centres, two secondary facilities and one tertiary hospital, establishing an end-to-end digital care pathway designed to strengthen patient referrals, improve continuity of care and support data-driven decision-making across all service levels.
The eClinic platform is built to reduce patient waiting times, enhance referral processes and ensure secure handling of clinical and administrative data. It operates on a hybrid infrastructure model that supports local hosting with cloud-based backup.
Speaking at the engagement, the Commissioner for Health, Abia State, Prof. Enoch Uche, described the initiative as a milestone in the state’s healthcare transformation journey, highlighting the role of private-sector collaboration in delivering sustainable impact.
“The Ministry of Health in Abia State is excited about the digitisation of health facilities, starting with Interswitch’s eClinic pilot phase involving three primary, two secondary, and one tertiary health centre. This initiative will enhance efficiency, accountability, and patient care by linking records across different levels of care,” he said.
He added that global evidence supports digital health as a means of improving access, reducing the cost of care and maximising human resources, while aligning with the Governor’s vision for a modern, technology-driven health system.
During technical sessions led by Babatunde Fadeyi, Vice President, Health Ecosystem (Public Sector), Interswitch, stakeholders were introduced to the core features of the eClinic platform. These include secure patient record management, ICD-11–compliant diagnosis coding, controlled data update protocols, and integrated billing and reporting tools aimed at strengthening operational efficiency and accountability.
Fadeyi noted that the alignment between Abia State’s healthcare priorities and national digitisation objectives provides a strong foundation for measurable progress.
“Interswitch’s eClinic platform is designed to improve hospital operations by automating workflows, securing patient data, and providing healthcare managers with reliable insights to guide decisions. Beyond improving patient experience, it supports stronger revenue tracking, operational efficiency, and accountability,” he said.
Also speaking, the Permanent Secretary of the Ministry of Health, Dr. Ifeyinwa Blossom Uma-Kalu, emphasised the platform’s operational and clinical value, particularly in enhancing referrals, improving internally generated revenue tracking and expanding access to specialist care through telemedicine support.
“This digitisation initiative will help us track our finances more accurately while reducing leakages. More importantly, it strengthens our referral system by allowing patient records to move seamlessly from primary to secondary and tertiary care,” she said.
Stakeholders also identified critical success factors for the rollout, including stable power supply, user training, change management and inter-agency collaboration, with both parties underscoring the need for sustainability and scalability as implementation progresses.
