Katsina Presents N828.64bn 2027 Budget to Assembly

Katsina State Governor, Dikko Umar Radda, on Tuesday, 8 September 2026, presented a proposed N828.64 billion 2027 budget to the State House of Assembly, with 77% of the spending plan allocated to capital projects targeting infrastructure and human development.

The appropriation bill, tagged “Building Your Future Agenda IV,” totals N828,638,844,091.48, according to figures released by the Katsina State Government. The proposal is N69.23 billion lower than the state’s approved 2026 budget, reflecting the government’s assessment of its expected revenue and funding position for 2027.

The budget provides N637.91 billion, or 76.98%, for capital expenditure, while N190.73 billion, or 23.02%, is earmarked for recurrent spending.

Commissioner for Budget and Economic Planning, Malik Anas, said when the Executive Council approved the proposal on 27 August 2026 that the budget would be financed through N95.77 billion in independent revenue, N234.30 billion in capital receipts and N487.81 billion in other expected receipts. The state is also projecting an opening balance of about N10.7 billion.

The proposal was approved by the State Executive Council at its 14th regular meeting for 2026 before being transmitted to the Assembly for legislative consideration.

The state government said the Social Sector has the largest share of the proposed budget at 38.33%, followed by the Economic Sector at 35.59%. Administration accounts for 23.97%, while Law and Justice receives 1.11%.

Among the priority areas, Education receives 13.41%, Works, Housing and Transport gets 11.22%, Agriculture and Livestock Development 10.33%, Health 8.41% and Rural Development 7.92%.

Radda said the budget was prepared using what he described as a “pragmatic, disciplined and realistic” assessment of revenue and expenditure. Ministries, departments and agencies were required to justify their spending plans against available resources and the administration’s development priorities.

The governor also said citizens’ priorities influenced the proposal after budget consultations were held across all 361 political wards on 18 July 2026.

The Katsina State Government had said the consultations were designed to allow residents to identify and rank projects they considered most important to their communities. Channels Television also reported that the exercise was held simultaneously across the state’s 361 wards and 34 local government areas.

The budget will now undergo legislative scrutiny before the Katsina State House of Assembly decides whether to pass it into law.

Separately, the Assembly Speaker, Nasir Yahaya Daura, pledged that lawmakers would expedite consideration of the proposal. BusinessDay also reported that Daura publicly backed Radda’s bid for a second term in 2027 during the budget presentation.

For Katsina, the central test will now be whether the proposed N828.64 billion can translate into completed infrastructure, stronger public services and measurable improvements in the lives of residents.
