The Lagos State Government has made registration with the Lagos State Residents Registration Agency (LASRRA) mandatory for learners seeking enrolment in all public and private schools across the state from the 2026/2027 academic session.
Under the directive, schools must obtain and record each learner’s valid LASRRA registration number as part of their admission and enrolment records from Monday, September 14, 2026.
The Office of Education Quality Assurance (OEQA), which is implementing the directive, said the policy is aimed at creating a comprehensive and verifiable database of learners across Lagos.
The directive was approved by the Commissioner for Basic and Secondary Education, Jamiu Tolani Alli-Balogun, according to a statement issued by OEQA on Friday, September 4, 2026.
Alli-Balogun said capturing learners on the LASRRA database would improve planning, monitoring and service delivery in the education sector. It would also strengthen learner identification, record-keeping and verification while providing government agencies with reliable data for decision-making.
Schools have been instructed to sensitise parents and guardians about the requirement and advise those whose children or wards are not yet registered to complete the process before the new academic session.
The government also directed schools to protect learners’ personal information and handle such data confidentially and securely in line with applicable data-protection requirements.
OEQA Director-General, Dr Sulaimon Olagoke Ogunmuyiwa, said the office would work with LASRRA and other relevant agencies to develop modalities for generating and assigning unique PINs to learners.
He added that compliance would form part of OEQA’s monitoring and quality-assurance activities in public and private schools across the state.
The registration requirement comes as LASRRA intensifies efforts to increase the number of Lagos residents captured in its database.
LASRRA General Manager Bilikis Adebiyi-Abiola recently warned registration agents against charging residents, stressing that the exercise is completely free. She urged residents to report any agent demanding payment.
She also said the agency had expanded community-based registration, with officials visiting communities, schools and vaccination centres to make registration more accessible.
Parents, guardians and school proprietors are therefore expected to ensure that learners are registered with LASRRA before the commencement of the 2026/2027 academic session.
