The Lagos State Government has sealed more than 20 properties in Ikeja Local Government Area for violating physical planning regulations, as authorities intensify efforts to curb illegal developments and reduce the risk of building collapse in Nigeria’s commercial capital.

The enforcement exercise, led by the Lagos State Physical Planning Permit Authority (LASPPPA), affected a mix of undeveloped plots, buildings under construction, and completed structures found to have unauthorised extensions or other breaches of the Lagos State Physical Planning Permit Law.

The operation was supervised by the Permanent Secretary, Office of Physical Planning, Olayinka Wasiu, alongside the General Manager of LASPPPA, Kehinde Osinaike, and senior officials of the agency.

According to the state government, the exercise forms part of a broader strategy to strengthen compliance with planning regulations, improve urban order, and ensure that new developments conform to approved building standards.

Wasiu said the affected property owners had previously received contravention notices outlining the specific planning violations and the steps required to regularise their developments before enforcement became necessary. He urged developers and landowners to obtain the appropriate planning permits before commencing construction or carrying out structural modifications.

He noted that strict compliance with planning regulations remains essential to reducing structural failures, protecting public infrastructure, and creating a safer urban environment as Lagos continues to experience rapid population growth and expanding real estate development.

The latest enforcement reflects the state’s continued emphasis on proactive regulatory oversight following repeated concerns over building collapses and unauthorised developments in parts of Lagos. Urban planning experts have consistently argued that adherence to approved building designs, setbacks, and land-use regulations is critical to improving safety standards and preserving the integrity of the built environment.

Authorities also said the exercise aligns with the ongoing Setbacks, Common Areas and Roadsides Administration and Monitoring Project (SCRAMP), a statewide initiative designed to identify, document, and protect public spaces such as setbacks, road corridors, and other government-owned areas from illegal occupation and unauthorised conversion.

The Ministry of Physical Planning and Urban Development said LASPPPA would continue monitoring developments across the state and take enforcement action where necessary to ensure compliance with existing planning laws.

For developers, the renewed enforcement serves as a reminder that obtaining statutory planning approvals before construction is not only a legal requirement but also a key safeguard against costly project disruptions, regulatory sanctions, and potential demolition orders.

The Lagos State Government reiterated its commitment to enforcing planning regulations that support a safe, resilient, orderly, and sustainable built environment, reinforcing its long-term vision of developing Lagos into a modern and globally competitive megacity.
