Enugu Launches NG-CARES 2.0 to Empower 3,000 Rural Dwellers with POS, Vocational Tools

The Enugu State Government has unveiled the Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES) Operation 2.0, an intervention programme aimed at empowering no fewer than 3,000 rural dwellers across the state. The initiative, unveiled by Governor Peter Mbah and organised by the State Community and Social Development Agency (CSDA), is designed to sensitise stakeholders and communities on the implementation of NG-CARES Operation 2.0, with a focus on water, sanitation, and livelihood grants.

Governor Mbah, represented by Secretary to the State Government Professor Chidiebere Onyia, described the programme as a landmark collaboration between the federal and state governments to address economic challenges at the grassroots. He noted that the initiative is coming at a critical time when inflation and global economic shifts are impacting rural communities the most, adding that the programme is structured around three key pillars: provision of potable water, improved sanitation, and livelihood support for vulnerable populations.

The water component of the programme will expand solar-powered water schemes to improve access to clean water, reduce water-borne diseases, and lessen the burden on women and children who often travel long distances to fetch water. On sanitation, the government will construct modern toilet facilities and strengthen hygiene practices across rural communities to improve public health and dignity. The livelihood support component will provide targeted grants to vulnerable individuals based on verified data, with beneficiaries selected strictly on merit and need.

From an economic perspective, the programme addresses multiple dimensions of rural poverty simultaneously. Access to clean water reduces time spent on domestic chores, freeing hours that can be redirected toward income-generating activities. Improved sanitation reduces healthcare costs and absenteeism from work or school due to preventable illnesses. The livelihood grants, distributed as productive tools rather than cash handouts, create assets that can generate ongoing income for recipients.

CSDA General Manager and Chief Executive Officer Monday-Diamond Ani disclosed that the programme would distribute empowerment tools to about 3,000 beneficiaries, including approximately 2,480 Point of Sale (POS) machines and 520 vocational tools such as sewing, grinding, and hairdressing machines. POS machines have become essential tools for financial inclusion in rural Nigeria, enabling small business owners to offer cash-out and deposit services to community members who lack direct access to bank branches. The vocational tools support micro-enterprises in the informal sector, which accounts for a significant share of rural employment.

Ani explained that beneficiaries would be selected from age 18 and above, with a deliberate focus on vulnerable individuals identified through community-based assessments and the state social register. He emphasised that the selection process would be apolitical, with an independent committee verifying beneficiaries to prevent undue influence or favoritism. Persons with disabilities would be actively considered, described as a critical part of the intervention. The programme is fully funded by the Enugu State Government, reflecting the administration’s commitment to grassroots development.

The selection methodology represents a departure from past interventions that sometimes suffered from political capture. By relying on community-based assessments and the state social register, the programme aims to reach individuals who are genuinely poor rather than those with political connections. The independent verification committee adds a layer of accountability that could serve as a model for other states implementing similar programmes.

Ani further disclosed that beneficiaries would be monitored through both physical oversight and ICT-based systems to ensure proper utilisation of the support provided. This dual monitoring approach recognises the limitations of either method alone. Physical oversight allows for direct observation and relationship building, while ICT systems enable real-time data collection and reduce opportunities for fraud or diversion of assets.

Chairman of Isi-Uzo Local Government Area, Mr Obiora Obeagu, commended the initiative, describing it as a non-political intervention targeted at improving the lives of rural dwellers. He expressed optimism that the programme would have a significant positive impact at the grassroots level, adding that local government authorities would collaborate to ensure its success and prevent political interference. The programme is expected to run through the end of the year, beginning with community sensitisation and beneficiary selection, followed by implementation and monitoring.
