Lagos Set to Kick Off $3 Billion Green Line Rail from Marina to Lekki in December

The Lagos State Government has revealed plans to launch its ambitious Green Line rail project which is a $3 billion transit link that will stretch from Marina all the way to the Lekki corridor, with construction expected to begin in December 2025.

According to a statement by the Lagos Commissioner for Transportation, Oluwaseun Osiyemi, the project has already undergone extensive feasibility studies and stakeholder consultations along the Lekki‑Epe expressway route.

The construction is slated to be rolled out in phases The first phase will cover the stretch between Lekki First Tollgate and Epe, and the second phase – from Marina to the rest of the corridor – will include an on-water segment Osiyemi reiterated that the state government has cleared encroachments and restored wetlands along the route to ensure the rail’s right-of-way is protected.

The entire rail line spans about 70 Kilometers, with 17 Stations along its route. It begins at Marina, passes through Victoria Island, ties into the Lekki‑Epe expressway, and continues through Ajah, Sangotedo, and the Lekki Free Zone. Each station is designed for modern commuter convenience, featuring elevators, escalators, pedestrian bridges and a train depot near Sangotedo. A 15-hectar parking facility is also planned for the Lekki Free Zone.

Trains on the line will use eight-car-B-type-set capable of speeds up to 100km/h with a minimum headway of three minutes. The line is expected to handle around 35, 000 passengers per hour in each direction. The funding structure includes a artial counterpart allocation  of N146.14 billion in the 2025 budget, along with a tripartite agreement for the design, finance, and operation of the line with China Harbour Engineering Company.

However, experts have flagged concerns over station spacing, especially in Victoria Island and whether the eight‑car configuration can meet long‑term demand. They’ve suggested adding stations in high‑traffic zones and improving alignment with existing lines to boost accessibility.

In sum, if all timelines hold, Lagos is poised to begin building its Green Line by December. This is a major step toward a new era of rail‑based commuting linking Marina to Lekki and beyond.
