The Federal Government has officially commenced the structured development of the Ikom Multipurpose Dam and Hydropower Project through a Public-Private Partnership (PPP) framework. The Director-General of the Infrastructure Concession Regulatory Commission (ICRC), Jobson Ewalefoh, announced the milestone on Thursday, March 12, 2026, following the inaugural meeting of the Presidential Project Development Committee (PDC) in Abuja. This initiative follows a high-level resolution at the Aso Rock Presidential Villa designating the project as a strategic national intervention.

The structural and governance consequence of this move involves the activation of a specialized Project Steering Committee and a Project Development Committee (PDC). The ICRC has been mandated to chair the PDC, providing the technical, regulatory, and strategic coordination necessary to move the project from concept to bankability. Designated as a strategic national asset rather than a simple power project, the dam is engineered as a multipurpose intervention designed to provide renewable energy, control recurring flooding within the River Benue Basin, and optimize water resources for regional economic growth.

Analytically, the project’s immediate roadmap focuses on validating existing feasibility and hydrological studies to clarify the project scope and risk allocation. A key objective for the committee is the appointment of a transaction adviser and the determination of a PPP structure that protects public interest while attracting high-caliber private sector investment. The dam is expected to deliver approximately 250 megawatts of renewable base-load hydropower, significantly strengthening Nigeria’s energy security and flood resilience in Cross River State and its adjoining regions.

The impact on “Economic Reform and Private Sector Participation” was highlighted by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun. He emphasized that under the leadership of President Bola Tinubu, the project is being structured as a commercially viable transaction capable of long-term value creation. Edun noted that recent economic reforms have removed prior distortions that threatened financial stability, thereby creating a more disciplined fiscal environment conducive to large-scale strategic investments like the Ikom Dam.

Furthermore, the project involves a broad coalition of stakeholders to ensure transparency and compliance with national standards. The PDC includes representatives from the Federal Ministries of Finance, Water Resources, and Power, the Cross River Government, the Nigeria Sovereign Investment Authority (NSIA), NNPC Limited, and Ikom Power Limited. This collaborative governance framework is intended to ensure the project remains sustainable and delivers both social and economic value to the federation over the long term.

The long-term outlook for the Ikom Multipurpose Dam suggests it will serve as a cornerstone for infrastructure development in the River Benue Basin. By integrating flood control with large-scale renewable energy production, the Federal Government aims to stimulate regional industrialization and safeguard communities from natural disasters. As the ICRC drives the project toward a final investment decision, the focus remains on ensuring that the procurement and development processes align with global best practices for infrastructure concession.
