The Ogun State Government has ordered unapproved motorcycle operators’ associations to immediately stop collecting revenues, levies and other charges from commercial motorcycle riders across the state.
The Special Adviser to Governor Dapo Abiodun on Information and Strategy, Kayode Akinmade, disclosed the directive on Sunday, August 30, 2026, saying only three motorcycle operators’ associations are recognised to operate on public roads, parks and garages in the state.
The recognised associations are the Riders and Owners of Motorcycle Organisation (ROMO), Amalgamated Commercial Tricycle and Motorcycle Owners, Repairers and Riders Association of Nigeria (AMORAN), and Association of Motorcycle Operators and Owners of Nigeria (ACCOMORAN).
Akinmade said ANACOWA, AKMODE Transport Limited and other parallel groups are not authorised by the Ogun State Ministry of Transportation to conduct commercial motorcycle revenue activities on public roads and parks.
According to him, the activities of the unapproved groups undermine the government’s regulatory framework and contribute to multiple taxation, harassment of riders and disorder within the transport sector.
The government also clarified that registration with the Corporate Affairs Commission (CAC) does not automatically authorise an organisation to operate a regulated commercial transport business or collect government revenue.
Akinmade said CAC registration only gives an organisation legal personality, while licences and approvals from the appropriate government authorities are required to operate within the regulated transport sector.
The government also addressed a March 28, 2023, court judgment cited by some of the affected groups to justify their activities.
According to Akinmade, the judgment affirmed the constitutional right to freedom of association but did not grant the associations authority to operate commercial motorcycle activities in public spaces or collect government revenue.
He said the judgment also did not invalidate Ogun State’s regulatory framework for commercial motorcycle operations.
The affected groups have therefore been directed to immediately cease revenue collection and other unauthorised activities in public spaces across the state.
The government warned that persons or groups that violate the directive could face enforcement measures, including arrest, seizure or impoundment of property and prosecution in accordance with the law.
It also directed the Ministry of Information to commence public enlightenment on the directive, while security and enforcement agencies were instructed to begin implementation.
Commercial motorcycle operators and members of the public were advised not to pay taxes, levies or other government-related charges to associations or individuals not authorised by the state government.
The government urged transport stakeholders to cooperate with the authorities to ensure an orderly and properly regulated commercial motorcycle transportation system in Ogun State.
