Government Expands Public Service Digital Capability Nationwide

The Federal Government has implemented a large‑scale programme to equip civil servants with fundamental digital skills. Over 45,000 federal workers were enrolled in the Digital Literacy for All initiative, covering essential areas such as “Digital Awareness”, “Using Computers and Mobile Devices”, “Digital Content Creation, Communication and Collaboration”, and “Digital Safety and Security”. The courses were delivered across ministries, departments and agencies and reached an estimated 65 to 75 per cent of the federal civil service workforce. Completion rates varied between 38.1 per cent and 44.6 per cent, with engagement higher in more advanced modules, indicating measurable improvement in digital readiness among participants.

Officials involved in the programme stress that the training has laid a groundwork for more advanced, role‑specific skill development. Hadiza Umar, Director of Corporate Communications at the National Information Technology Development Agency (NITDA), said the foundational competencies gained will help build a dependable pipeline for future digital training across government agencies. Institutional coordination and leadership commitment were identified as critical factors influencing participation and outcomes. Larger ministries recorded the highest enrolments, while several smaller agencies achieved completion rates above 70 per cent, highlighting the impact of strong internal support on learning success.

In recognition of the initial achievements, the partnership with the Cisco Networking Academy was highlighted as a key enabler of accessible, quality digital learning with limited cost barriers. Officials emphasised that the programme’s design allows participants to progress into more technical fields. Beginning in 2026, civil servants who complete the foundational phase will have opportunities to pursue training in areas such as networking, cybersecurity, data fundamentals, programming and other emerging technologies.

Leadership within the Office of the Head of the Civil Service of the Federation and NITDA reiterated that advancing digital competencies across the public service is central to the government’s broader digital transformation agenda. Dedicated digital champions will be embedded within ministries to support ongoing adoption and to monitor progress through a national digital dashboard. This approach is intended to move beyond basic literacy towards certification‑ready skills that align with job roles and performance expectations.

The initiative also aligns with the Federal Government’s goal of significantly increasing digital literacy rates within the public service, with an overall target of achieving at least 70 per cent digital literacy by 2027. By concentrating on digital capability building among civil servants, the government aims to create a more efficient, technology‑driven public sector that can deliver services effectively and meet the demands of a modern, citizen‑focused administration.

Early indicators suggest that systematic training and monitoring can produce measurable shifts in digital competency. Agencies that fostered internal advocacy for the programme outperformed others in engagement and completion rates. The strategy of combining broad foundational learning with pathways to more specialised skill areas reflects a structured approach to workforce development. This method also positions the public service to adapt to evolving technological challenges and support Nigeria’s national digital economy objectives over the coming years.

The Federal Government’s digital skills training for civil servants represents a deliberate effort to modernise public administration and improve service delivery through human capital development. While the primary focus remains on foundational literacy, plans to extend training into advanced digital domains underscore a long‑term commitment to public sector reform and innovation.
