Only 4 of 96 Delta Housing Units Near Completion Two Years After Award

Only 4 of the 96 housing units inspected under the Federal Government’s Renewed Hope Affordable Housing Programme in Delta State were nearing completion on October 8, 2026, raising concerns over construction delays, poor workmanship and unfinished infrastructure.

The Fiscal Responsibility Commission (FRC) and the Federal Ministry of Housing and Urban Development raised the concerns during an inspection by the commission’s South-South Verification Team at the estate along the Asaba-Uvwie-Ekpan axis.

According to reports published by New Telegraph on October 8, 2026, and The Sun on October 9, 2026, the inspection team found that most of the housing units remained incomplete, while essential infrastructure, including roads, drainage and electricity, was either unfinished or had not commenced.

The team also observed that wind had damaged some roofing sheets already installed on the buildings, raising concerns about the quality of materials and workmanship.

The FRC said the level of work observed fell short of the objectives of the housing programme and raised questions about value for money, compliance with approved specifications and project delivery.

The commission called on Goodnews Creative Ideas Limited and First Class Capital Project Limited to return to the site and complete outstanding works, particularly the roofing of the housing units.

Other contractors identified in the reports included Gozcon Investment, responsible for electricity works, and Blue Sea Investment Limited, handling road and drainage infrastructure. Goodnews Creative Ideas Limited was also linked to road and drainage works, while Ecosphere Consulting Limited was identified as the consultant for the project’s Environmental and Social Impact Assessment.

The FRC urged all contractors involved to resume work and deliver their respective components in line with approved specifications, timelines and quality standards.

Architect Uche Nwati, who represented the Controller of the Federal Ministry of Housing and Urban Development in Delta State, expressed dissatisfaction with the progress recorded at the site. He partly attributed the challenges to inadequate feasibility studies conducted before the contracts were awarded.

The slow progress contrasts with the deadline announced at the project’s groundbreaking ceremony on June 29, 2024. At the event, then Minister of Housing and Urban Development Ahmed Musa Dangiwa gave contractors three months to complete the estate and warned that the Federal Government had zero tolerance for uncompleted projects.

The Federal Ministry of Housing and Urban Development previously identified the Delta estate as a 250-unit development. However, the October, 2026 inspection reports specifically addressed 96 housing units, and the available reports do not explain the difference between the figures.

The inspection findings raise questions about the implementation of the housing programme and the enforcement of deadlines on federal construction projects.

The FRC said its verification exercise was designed to assess project implementation, value for money and compliance with approved standards. The findings place renewed pressure on the contractors and the housing ministry to address outstanding work and ensure the delivery of the housing units.
