The integration of Floating Solar Photovoltaics (FSPV) with aquaculture is emerging as Africa’s next major investment frontier. Dr. Femi Oye, Chief Executive of SMEFUNDS, has officially endorsed the “Solar-Aquaculture” model, describing it as a bankable solution to Africa’s dual crises of energy poverty and food insecurity. Speaking on Monday, February 23, 2026, Oye highlighted that the shift toward solar-powered fisheries is no longer experimental but a proven blueprint for rural wealth creation.
The economic and structural consequence of this model is the creation of “micro-millionaires” in riverine communities. Oye cited the example of Nanjing, China, where a 146.7-hectare solar fishery produces 175 tonnes of crabs annually while generating 60 million kWh of electricity. By replicating this in Nigerian states like Kogi, Anambra, and Ogun, SMEs can unlock a dual-income stream by selling high-quality aquatic products and supplying clean energy to the grid or local clusters.
Analytically, the technical benefits of floating solar panels extend beyond power generation. Floating panels can reduce water temperatures by 3°C to 5°C during peak summer, preventing the die-off of aquatic plants and improving fish survival rates. Additionally, the panels reduce evaporation losses a critical factor for inland ponds in arid regions like the Lake Chad basin while solar-powered aerators improve dissolved oxygen levels to ensure higher yields per hectare compared to traditional farming.
The impact on “Development Finance and Scalability” is a vital dimension of Oye’s advocacy. He pointed to the World Bank’s recent $50 million grant channeled through the Productive Use Financing Facility (PUFF) as a massive validation of this sector. With an additional $12 million from the Rockefeller Foundation, the facility targets Nigeria and five other African nations to deploy solar-powered cold rooms, water pumps, and grain mills. Oye urged Nigerian SMEs to position themselves to benefit from these subsidies and technical assistance programs.
Furthermore, Oye highlighted the success of India’s solar-powered food processing, where 800 solar dryers have empowered women farmers to prevent 40,000 tons of waste and earn an additional $1,500 annually. He argued that if rural micro-entrepreneurs in Maharashtra can achieve this, there is no reason fishing communities along the Niger Delta or the Benue River cannot achieve similar economic independence. SMEFUNDS is currently in talks with development finance institutions (DFIs) to create a dedicated financing window for entrepreneurs ready to pilot these solar-integrated ventures.
The long-term outlook for African aquaculture hinges on the courage of vision among local entrepreneurs. As multilateral financing moves from pilot phases to full-scale deployment, the window for early-mover advantage is narrowing. For Oye, the goal is clear: to see a Nigerian fish farmer replicate the “millionaire-maker” success seen in Asia. By addressing the vast population living without reliable electricity through a single intervention, solar-powered aquaculture represents a staggering economic opportunity for the continent.
