Rostam Aziz Clears Final Hurdle for $130M Mombasa LPG Terminal After Court Victory

Tanzanian billionaire Rostam Aziz has officially cleared the way for his massive $130.5 million liquefied petroleum gas (LPG) plant in Mombasa after winning a key legal battle.

Kenya’s National Environment Tribunal dismissed a petition filed by Likoni residents who sought to halt the project over environmental concerns, allowing construction of the 30,000-tonne facility to proceed without further interruption.

This ruling is the latest in a series of legal victories for Aziz’s Taifa Gas, which also saw Kenya’s Environment and Land Court strike out a similar challenge in November 2025, stating that the project’s environmental approvals were lawfully obtained and that the residents had raised the same issues in a previous case.

The project, located in the Dongo Kundu Special Economic Zone, is poised to significantly reshape Kenya’s energy market.

With its large storage capacity, the terminal is expected to break the long-standing dominance of Mombasa tycoon Mohammed Jaffer’s Africa Gas and Oil Ltd. (AGOL), which has controlled up to 90% of the country’s LPG imports.

Backed by a trade deal between Kenya and Tanzania, the facility aims to increase competition, lower the cost of cooking gas for households, and establish Mombasa as a key energy hub for the wider East African region.

Aziz has hailed the court decisions as a milestone for Kenya’s clean energy transition, reinforcing investor confidence and balancing development with environmental justice.
