Nigeria’s Abia State has been named the top-performing state in primary healthcare in the South-East zone at the 2025 Nigeria Governors Forum (NGF) Primary Healthcare Leadership Challenge Awards. The award, given by the NGF with partners including the National Primary Health Care Development Agency and UNICEF, recognises states that show strong leadership, effective governance and measurable progress in delivering primary healthcare services. At the event in Abuja on 12 December, Abia walked away with a zonal prize of $500,000, an improvement on its $400,000 prize as runner-up last year.

The award reflects sustained investments in the state’s health system under Governor Alex Otti. Abia has allocated about 15% of its annual budget to healthcare, far above the national average, and has prioritised the renovation and functionalisation of primary healthcare centres across the state. Government officials say this focus on health is part of a broader strategy to improve life outcomes and attract economic activity to the state.

Experts say improvements in primary healthcare can have significant economic benefits. Better health services reduce the burden of disease on families and workers, increasing productivity and lowering household expenditure on emergency medical care. This can free up income for other needs, supporting local markets and stabilising consumer demand. Strong primary health systems also create jobs for healthcare workers and offer opportunities for private sector partnerships in pharmacy, diagnostics, logistics and clinic services.

Beyond award recognition, Abia’s health sector is undergoing broader transformation. The state government reports that it has already renovated or rebuilt 140 out of 200 primary healthcare facilities under its Project Ekwueme initiative, and plans to functionalise even more. Renovation efforts and upgrading of specialist hospitals aim to draw more patients locally and reduce the need to travel long distances for care.

Official statements suggest that healthcare investment in Abia is part of a deliberate economic development approach. Improving health services can make the state more attractive to investors and improve residents’ quality of life, which in turn supports workforce participation and consumer confidence. Officials note that healthy populations are essential to fostering sustainable economic growth, and that integrating nutrition and disease prevention into broader development plans strengthens human capital.

Analysts say that while awards like the NGF Primary Healthcare Challenge bring prestige and financial incentives, the real test lies in translating recognition into long-term improvements in health outcomes and economic stability. Nigeria’s health sector has traditionally faced challenges such as under-funding, infrastructure deficits and limited insurance coverage, issues that affect economic resilience. Progress in states like Abia could offer a model for balancing health system strengthening with economic planning.

Some observers note that enhanced primary healthcare services help reduce pressure on higher-level hospitals, cut out-of-pocket spending on healthcare and support preventive care. In the long term, this not only improves public health but also reduces costs for government and households, making more funds available for education, infrastructure and business development.

Abia’s achievement highlights the importance of targeted investment in health systems as a driver of social and economic development. As other states observe its approach and results, there may be broader lessons for Nigeria’s sub-national governments on how to align healthcare improvements with economic growth objectives.
