The Securities and Exchange Commission, SEC, is preparing to launch a new capital market roadmap aimed at widening retail participation and making investment opportunities more accessible to Nigerians.
The Capital Market Master Plan 2.0 is expected to be unveiled at the SEC’s 2026 National Capital Market Conference in Abuja in October. The plan will focus on increasing participation by retail investors, strengthening access to the market and using technology to bring more Nigerians into the formal investment system.
The SEC will also launch the National Savings Scheme at the conference as part of efforts to promote a stronger savings and investment culture among Nigerians. The scheme is designed to allow people across different income levels to save and invest through the capital market, while also providing incentives to encourage participation. SEC Director General, Dr Emomotimi Agama, said the initiative is intended to make savings and investment more inclusive.
“The National Savings Scheme is principally an inclusion tool: every Nigerian is given the opportunity to save, and those savings will be invested for the future,” Agama said.
The new master plan comes as the commission seeks to deepen the Nigerian capital market beyond its traditional base of institutional and high net worth investors. The SEC has increasingly focused on retail participation, financial literacy and digital access as part of efforts to expand the number of Nigerians participating in the market. The first 10 year Capital Market Master Plan was introduced in 2014 to provide a long term framework for developing the market. The framework was subsequently reviewed as changes in the financial system and technology created new opportunities and challenges. In November 2022, the SEC launched the Revised Capital Market Master Plan 2015 to 2025 after consultations with market stakeholders.
The new Master Plan 2.0 is expected to build on those earlier efforts while addressing emerging issues affecting the market. Technology and financial inclusion are expected to play a major role in the new framework, particularly as digital platforms continue to change how Nigerians access financial products. The SEC has also taken steps to simplify investment related information for the public. In December 2025, the commission introduced a spoken word version of the Investments and Securities Act 2025 to improve public understanding of the law.
The October conference will also feature presentations from the Capital Market Committee Technical Working Groups. The SEC is expected to inaugurate the NCMMP 2.0 Project Steering Committee and the Capital Market Master Plan Implementation Committee during the event. The committees will be responsible for supporting the implementation of the new roadmap and tracking progress against its objectives. Vice President Kashim Shettima is expected to attend the conference as Special Guest of Honour, while the Minister of Finance, Taiwo Oyedele, will serve as Chief Host.
With the new framework, the SEC is seeking to broaden the capital market by improving access, encouraging savings and investment, and bringing more retail investors into the system.
