Côte d’Ivoire has launched a new security cooperation partnership with the Pennsylvania National Guard under the U.S. National Guard Bureau’s State Partnership Program (SPP), officials announced on Tuesday. The agreement aims to enhance military professionalism, strengthen national security, and improve disaster preparedness and crisis management, reflecting an effort to combine defence collaboration with broader socioeconomic benefits.
Officials from both sides highlighted that the programme will not only facilitate skills transfer and capacity-building within the Ivorian Armed Forces but also support community resilience initiatives across the country. General Lassina Doumbia, Chief of Defence Staff of the Côte d’Ivoire Armed Forces, emphasised that the programme would strengthen national security, bolster crisis response capabilities, and create indirect economic opportunities linked to the country’s strategic agricultural sector. In particular, he noted the potential synergies with the cocoa and chocolate value chain, a sector in which Côte d’Ivoire holds global leadership as the world’s largest exporter.
The partnership is particularly significant given Côte d’Ivoire’s extensive trade links with Pennsylvania, home to major U.S. chocolate manufacturers. Enhanced security and disaster preparedness can reduce disruptions in cocoa production and supply chains, which account for a substantial portion of the country’s export revenues. Analysts suggest that improved operational capacity for the armed forces, coupled with stronger community-level crisis management, could indirectly increase efficiency and reliability in cocoa production, benefiting both local farmers and international buyers.
The SPP, which has been operational for decades, pairs U.S. states with partner countries around the world to foster long-term military-to-military cooperation. Côte d’Ivoire now joins a global network of over 100 partnerships aimed at promoting regional stability, interoperability, and resilience against a range of security and humanitarian threats. By engaging in the programme, the Ivorian Armed Forces will gain access to structured training exercises, strategic planning support, and technical guidance from the Pennsylvania National Guard, strengthening its ability to respond to both internal and cross-border security challenges.
Formal signing ceremonies are expected later this year in both Côte d’Ivoire and Pennsylvania, signalling the start of an ongoing exchange of personnel, expertise, and best practices. Beyond immediate defence outcomes, experts note that the partnership has potential economic spillovers. By fostering a safer environment for production and trade, particularly in the cocoa sector, the programme can enhance investor confidence, stabilise supply chains, and support value-added processing initiatives that contribute to local employment and export revenue growth.
