Nigeria’s National Emergency Medical Services and Ambulance System (NEMSAS) has reported a massive, encouraging surge in its life-saving operations, marking a major milestone in the country’s public healthcare programme. In the third quarter of 2025, the number of patients requiring emergency transport soared from fewer than 3,000 to over 11,000 nationally. This staggering increase demonstrates wider public uptake, faster mobilisation by service providers, and significantly strengthened collaboration across the national healthcare network, according to the National Programme Manager, Dr Emuren Doubra.
The system’s expansion now covers 30 states of the Federation, allowing residents in these regions to access free emergency medical treatment simply by dialling the national emergency code, 112. Crucially, the federal government covers the cost of the first 48 hours of treatment for these critical cases, funded through the Basic Health Care Provision Fund (BHCPF). This policy is instrumental in removing the initial financial barriers that often result in delayed treatment and higher mortality rates. Furthermore, 26 Federal Tertiary Health Facilities have been integrated into the NEMSAS network, ensuring a clear pathway for referrals, equipped with skilled teams and essential apparatus for severe emergencies. Rapid Emergency Service Management and Triage units are also operational in most local government areas, though security concerns still limit their full activation in certain northern communities.
The Economic Angle of Improved Emergency Care
This significant improvement in emergency healthcare provision has profound economic implications for the nation. Fundamentally, robust emergency services act as a massive economic stabiliser. When citizens can access prompt, free-at-the-point-of-use care during a medical crisis, households are protected from catastrophic out-of-pocket expenditure. The sudden financial shock of emergency medical bills can plunge low-income families into poverty, thus reversing any gains made in economic development. By guaranteeing the first 48 hours of treatment, NEMSAS acts as an insurance mechanism, shielding the most vulnerable.
Moreover, a healthier populace is a more productive workforce. Reducing the time lag between injury or illness onset and definitive care means that workers, particularly those involved in the informal sector and high-risk occupations like transportation and agriculture, have better recovery outcomes and can return to work sooner. This preserves human capital and contributes directly to the Gross Domestic Product (GDP).
In terms of direct financial flow, NEMSAS disbursed over ₦487 million in the third quarter alone. Of this, ₦332.6 million was directed to tertiary hospitals to cover the treatment costs, and ₦154.3 million was sent to participating state governments. This disbursement injects vital, guaranteed funds into the healthcare sector, helping to bolster the balance sheets of healthcare facilities and incentivising their active participation in the emergency programme.
The programme has yielded particularly positive results in maternal and neonatal care, a sector often plagued by high fatality rates. Over 5,000 obstetric emergencies were transported, with a commendable 86% delivered to facilities equipped for surgery, blood transfusion, and neonatal resuscitation. To further drive this success, an innovation named SAVEMAMA has been introduced, allowing pregnant women to request emergency transport through the short code 3581 via free voice calls, USSD, or text messages. This digital platform coordinates transport, tracks the journey, and triggers automatic payments to service providers, thereby ensuring reliability and swift action. Looking ahead, NEMSAS plans to complete the onboarding of all remaining states and fully operationalise its digital systems to create a truly responsive national safety net.
